X2 Dwarf gouramis (Colisa lalia)
X2 pearl gourami (Trichogaster leeri)
X4 Cherry barbs- 3 cm (MAYBE)
X4 neon/cardinal/black neon tetras-approx. 2 cm-1 inch (MAYBE)
Or should I add X2 Pictus cats instead? Or would they eat the kuhlis?

X1 bristle nose pleco-12 cm
(and maybe another small catfish)
Anubias heterophylla/nana-sides or on driftwood, Water sprite (Ceratopteris thalictroides)-at the back/sides, Java Fern (Microsorum pteropus) on wood, Riccia fluitans(maybe), Amazon sword-Echinodorus amazonicus, banana plant-Nymphoides aquatica.

Don't mix the Gouramis, can be risky, have either the pearls OR the dwarfs.
Cut out the Cherry Barbs and have 4 more Tetras instead, they are happier in bigger shoals.
Skip the pictus and have 1 or 2 more Khulis - they'l be less likely to hide in a group over 5.
Don't forget to cycle first, and I'd add the Loaches and Pleco last, young BN's are very delicate as are Loaches.
